Alcatel 3V (2019)

I have an Alcatel 3v that I purchased back in July it's a great phone and it does everything except that I cannot receive any alerts or notifications from any third-party apps from Google play. This is puzzling to me because I can receive my gmails and emails, text messaging and phone calls just fine. I've tried everything from tweaking the notification settings battery optimizations and even the phone reset and to no avail I cannot still receive notifications from Google play apps. I've tried several of the same type of apps where you have to set a particular time each day to get a notification and nothing. Any ideas?
