u can do an early upgrade about 10 months into your contract though and your still paying the same price as a new customer for the phone of your choice
the 100 dollars comes off the promo price, not retail. If you don't have ne2, and your contract ends you get promo price to sign a new contract and buy a phone. Same goes for the 100 dollars off, it comes of the promo price not the retail price. So 249 promo with my new 1 year contract would cost me 149 if you renewed my contract and used my ne2 to get a new phone.

with me being newly available for the new every 2 discount, I asked a couple verizon sales reps (one at the store, and one on their *611 cust service help number). we used the LG VX6000 as an example;
Right now the promo price is $150. I would start with that, they would then adjust the price for the $70 mail in rebate which lowers the price to $80. Verizon would then apply my NE2 $100 discount, and this phone would be free. Believe it or not, NE2 is not applied to the retail price to hose you- it's actually a profitable venture for a loyal customer.

I don't know if (using the vx6000 example) my account would be debited the $80, and then immediately credited the $100 (or balance in this case to make the phone purchase a free transaction).
Or if, on the other hand, the purchase amount ($80) would be adjusted for the discount ($80 in this case) and then the final amount entered on my bill.
There were some weird things too they told me about the NE2, like if you only update your contract 1 yr. you get a different discount, and if you don't update at all you get a different discount.
For me the LG vx6000 would be free if I re-upped for another two years.

The only reason why you have a phone that does anything *but* voice communications is because VZW makes their money on airtime.
The whole *point* of cameras and video and ringtones and mobile web and everything else is that Verizon wants you to spend more time on the phone, using up minutes, messages, and otherwise running up fees. They make even more by requiring you to pay for downloads from their portal.
Remember, the main reason why you have a GPS on your phone that you can't use is because they haven't figured out a good way to productize it yet.
