So what about Altell

That's the Alltel Flex, not firmware.
The firmware contains the most of the code behind the v710's operation. The Flex is there to put "Verizon" on the phone in as many places as possible, sometimes restrict which WAP and SMIL hosts you can use, turn on and off features that Verizon doesn't support and/or want you to use, etc.
OBEX doesn't seem to be in the firmware in the version we all are using, so there's not much you can do with the flex to enable it.
Remember, one of the HoFo guys has a OEM v710 that has unrestricted Bluetooth, but they haven't managed to get it off of the v710. And he just reported today that he fried one v710 already trying to get it out. :/
