Android 1.6 & 2.0

Is this downloadable? How does this work? Why would the phone come out with 1.5 when 1.6 is already available?

How long should it take to get 2.0? Will it definitely be available?

Does 2.0 make the phone less sluggish?

From a reliable source, Android 2.1 will be available to Sprint devices in the 1st quarter 2010
