Text Messaging and Data plan Question

Does the data plan include Text Messaging or is Text messaging a separate service?

I am being charged for both. That's why I am asking.

Email is part of your data plan the text messaging is part of your Multimedia or Messaging Plan(SMS,MMS) messages.
