Photo Caller ID/Personalized Ringtones

For some reason I can't apply a picture to a contact so I can't work the photo caller ID. I also can't do the personalized ringtone thing. For some reason when I select the menu when I'm viewing a picture it does not have the option to 'Set as Contact' and I can't set the ringtones either.
