I mean I know it's free to use the site, but is it free for my phone's end. I just got my phone today and I want to know if verizon will charge me per meessage or per kilobyte for the ringtones I want to send.

Verizon charges you for every text or picture message you send or receive on a per message basis. That's how they make money! 😉
