Can I take an LG4015 from what used to be AT&T to Verizon? I have a friend who's phone got stolen and does not want to pay huge fee to buy new phone..... Thanks.

only vzw phones will work on vzw, have your friend check out ebay or have him/her call customer service and inquire about the lost/stolen program.
there's two options one is for western U.S. only which for $90 can get either a refurb lg 3100/3300 or 4500 depending on what's available in stock and will "not" change/extend contract the other option available nationally is to choose any phone and recieve 25% off retail cost (as long as 25$ off is not lower than the normal 2yr contract price) and the 25% discount does require a 2yr contract but is a good option to get into new phone of choice at a decent discount.
