Actually, Windows 8.1 was Windows 8.1..... derr. Windows 8 was so poorly received that Microsoft felt it necessary to skip 9, indicating that 10 was a monumental step away from 8. Also, since it is the last "version" of Windows, per say, 10 seems to polish off the series more completely than 9.

Furthermore, software version numbers usually DO make sense. But since you're not a developer I wouldn't expect you to know that.

That's funny. You use an example of an excentric programmer known for bucking convention to justify a blatantly ignorant opinion you have applied universally to all of software development. There are standards for nearly every aspect of development, including versioning. Infact, version control software is an integral part of any development shop with any kind of a budget.
You could fill a library just with the books that have been written on object oriented design and self documenting code. Yet there are still a plenty of programmers whose only known design principal is spaghetti. The fact that some (or even many) programmers write crap code doesn't make design principals arbitrary any more than Linus Trovalds' decision to bump the kernel number of Linux.
Also, I find it interesting that you use a kernel for your example as kernel numbers often don't match the version number of the overall OS. Kernels are much less apt to change than other components of the OS. Radical differences are usually not the norm. So, small iterative changes to the version number may make sense. And no one knows when he writes a new application what it will become over 20 years.
If after 20 years a man like Linus Trovalds looks back and sees significant enough change to move from version 2 to version 3, he should be able to do so without some jackhole jumping to the conclusion that software numbers are now arbitrary and meaningless. Give me a break. Maybe one day you'll graduate from answering calls about products someone else developed and do some development of your own. If you're lucky enough to land in a shop run by anyone with brains, you'll become familiar with software versioning soon enough. But what do I know? I just write code for a living.
Its silly to think there is some rule written in stone that explicitly spells out exactly what circumstances dictate that you must have a new version. Its asinine to think that just because there's no black line version numbers suddenly hold no meaning. You may or may not know that the Windows kernel jumped from version 6 to version 10 between Windows 8.1 and Windows 10. There have been no shortage of morons in internet forums whining that the version number is arbitrary and that Microsoft just changed the number to line up with Windows 10 (though I would argue that was a good enough reason). But here is an article that explains many of the complexities of the NT kernel version and exactly what it meant for software developers. But you just keep telling yourself the version number is meaningless. Since man has walked the earth countless men have looked up at the night sky and failing to appreciate what they saw decided that was meaningless as well.
