Did delivering apps using WAP Push just get really expensive?

I'vd developing Java MIDlets and giving them away for free. Up until now, I've been using WAP Push to deliver them since most folks do not know how to use their phone's browser (at least not here in the States) but just about everybody knows how to use a computer to go to a web site to request the app. At only a few pennies a pop, I figure it was worth it, despite my non-existent budget.

Recently, the WAP Push service provider I was using experience problems and, as I searched around, it was brought to my attention that what I needed was to get a Common Short Code. I looked up their site and it costs $500 to sign up and then $500 a month to maintain. Are they serious?

Am I mis-understanding the CSC? Do I need it for a WAP Push tha...
