Does anyone rate a phone's volume at the earpiece?

I could not find this in a discussion thread, point me to it if I missed it.

Issue: how do I find a phone that has a loud volume at the earpiece (is that the right term for the small speaker you listen through when not on speaker phone mode?).

You can't judge this at the store very well, most display phones won't dial out so you can hear it while talking to someone.

This is for someone who is not deaf or hard of hearing, just older and outside a lot.

How do I find how loud a phone is when you listen to it pressed to your ear?

Yes, there is a website that when they review phones, they have audio quality and loudness tests as well.

gsmarena.com is the site. In an older review I read about a Samsung Galaxy, one of the phones on the top of the list for loudness was an LG Gossip. Quite loud!

Otherwise, check it out in the phone finder option to the left, and you can sift through specs such as handset loudness.
