What is the PLMN threshold before switching networks? Can it be modified?

On GSM you have a PLMN list that tells your phone the order of networks to connect to. (Home network listed first and networks with high roaming rates listed after-wards)

Once Cingular acquires ATTWS they plan to put ATTWS as the first network after Cingular.

My question is "Can you lower the threshold on a particular PLMN entry so that it would more readily switch to the next entry in the list"?

I often hear "well I will have 1 bar of service on Cingular and then it will go to No Service, then jump to full service on Cingular Extend, then six minutes later it will change back to 1 bar of Cingular service".

It's concerning me because unless they can lower the threshold, it may not matter if they remove the LAC restrictions and a...

There are going to be improvements with the joint venture. When a phone using the 32k SIM is powered on, it is looking for the last network used, which may not be Cingular and after 6 minutes it with then look for the current PLMN. So say one day you were using TMB in a roaming agreement area, you turned your phone off or even just stopped using it and made the next call 25 miles away. Your phone is still looking for TMB first then it will look for Cingular and 6 minutes after that a stronger signal with the next roaming agreement carrier (Cingular extend) and actually carriers like VZW are listed under forbidden and your phone will read "Emergency only"

With the new 64k SIM those ATTWS towers will be listed "with" Cingular's PLMN in a ma...

Not surprising. The only signal a TDMA phone could use on the VZW system would be analog. It can't use VZW's digital system.
