Are Alltel's national plans no roaming or do they charge for roaming?

National Plan means that you won't get charged for roaming. I've done a lot of traveling across the country and never been in a situation that I've been charged. Wherever Alltel doesn't have native coverage they use Sprint and Verizon and a couple other carriers.

So basically wherever Sprint and Verizon have coverage you'll have coverage.

Seriously I've never been happier with a wireless company!!

They don't yet no. But they will in the next few years. The just purchased a lot of spectrum in the aws auction that they plan using for "3g". At&t and T-Mobile have the umts/wcdma evolution of 3G in their future.
