This has to be the single most maddening thing to ever happen in regards to a cell phone. Alltel is the ONLY carrier that I have gotten this message from.
If, for some reason, your phone can't be found on the network, the caller gets redirected to an error message instead of to your voicemail. WHY ON EARTH IS ALLTEL CHARGING YOU FOR VOICEMAIL IF NO ONE CAN LEAVE YOU A MESSAGE???
Are they so stupid that they don't understand the fundamental idea behind voicemail? Or are they so stupid that they can't get their network to work properly? It's one or the other, folks.
For anyone who works for alltel, here is an explanation of the most rudamentary principle of voicemail: the primary purpose is that when you can't answer a call, someon...

With my dad's phone, it happens 1% of the time, but with my friend Louis it's more like 90%. Not that they are the only two, but the list is too long... Anyway, I'm probably just not holding my mouth right 😛
As for if it happens to you or not, how would you know? If I can't get in touch with my friends, how could I possibly let them know their voicemail wasn't working - I certainly can't leave them a voicemail saying so... And then when I do get ahold of them sometime the next day, I've forgotten about it.
oh, well, lots of people like Alltel, and they're not horrible, I'm just venting abo...

They need to dial *78 to activate VM or have it added to their accnt. You can't leave a VM if they don't have it.
