Unlocking iPhone
The standard locking mechanism (code) will be released to the consumer should they ask for it.
However, the software on the phone will be obfuscated to such a point that even unlocked it will not function on a rival carriers network.
I would guess that some stuff (visual voicemail especially) may not work on other networks, but the software of the phone itself - not to mention the browser & email feeding off wifi - would be unaffected.
...but for voice, there's no configuration needed. The SIM will automatically populate the correct voicemail pilot number & text message center number.
Perhaps. Though I remain skeptical.
I understand that is how it works other phones, however, are those manufacturers taking "unspecified steps to make the phone more difficult to unlock and use on other GSM carriers in the US"?

All the FCC ruling about the subsidy code said was that it was alright for customers to "REQUEST" the subsidy code, but wireless companies are not REQUIRED to supply you with the code.
I thought that it made it legal for customers to unlock the phones themselves, provided they have the means.
