With Apple and Cingular not wanting the iPhone unlocked, how will that work with the U.S. Copyright Office ruling that all cellphones can legally be unlocked?

My prediction:

The standard locking mechanism (code) will be released to the consumer should they ask for it.

However, the software on the phone will be obfuscated to such a point that even unlocked it will not function on a rival carriers network.

Data settings may be hidden, and it may be damn near impossible to figure out what T Mobile's data settings should be for the phone, but for voice, there's no configuration needed. The SIM will automatically populate the correct voicemail pilot number & text message center number.

I would guess that some stuff (visual voicemail especially) may not work on other networks, but the software of the phone itself - not to mention the browser & email feeding off wifi - would be unaffected.

Perhaps. Though I remain skeptical.

I understand that is how it works other phones, however, are those manufacturers taking "unspecified steps to make the phone more difficult to unlock and use on other GSM carriers in the US"?

They can only change so much on a GSM phone - the technology of having a SIM card that carries all the network/subscriber information is pretty damn handy, and they can't be customizing it too much if they have to sell the same phone to other GSM providers in other countries.

I thought that it made it legal for customers to unlock the phones themselves, provided they have the means.
