How would this work?

I need some help/advice from the board. I have had Cingular service since May 2004. I was on a one-year contract that expired obviously this May. I am trying to figure out if I should sign up for a new contract. I signed up through my local Best Buy store. Since I did that when I go to do a new contract will I:

1) have to pay another connect or start fee?
2) have the option to get discounted phones?
3) only be able to do this through a Cingular store (they don't seem to have a good a deal on deals as other seemingly do)?
4) will my rollover balance be deleted at that time?

Also, I am trying to figure out what might be a good replacement phone. I have a Moto V400. I am not too keen on how many times it seems to drop call or s...

1.) yes, $18 on the bill
2.) yes, some dealers will give you a different price for an "upgrade" but most corporate stores won't. to find a corporate store, go to www.cingular.com, find a store and go to the ones that have the title "Cingular Wireless"
3.) you can do it with any authorized agent but check prices and policies before visiting
4.) no, not if you do it before september 1st. if you do it afterwards, your rollover that you can carry over to the new plan will be limited to 1 months worth of minutes. afterwards, it will be normal again.

Gotta add that if he stays on the same plan and upgrades after Sept 1 he'll still keep all of his rollover.
