Can anyone tell me if the Motorola V551 is already unlocked and ready for internatioal use or does it have to be unlocked to use it over seas?
Any help would be apprecitated.

The phone should work... your account may not be set up to allow you to use it over sea's though.

We got it set up, i just didnt know if they need to get it unlocked and get a new sim card.

If you want to use another SIM card then yes you need to get it unlocked. The phones are not sold unlocked.

Did you recently purchase this handset? Are you former ATTWS or Cingular (blue or Orange)? From you saying "We got it set up" I am basing my information on the fact that you are Cingular (versus former ATTWS) or have migrated.

Umm, if he intends on using it with an over seas carrier and not with Cingular... I'm pretty sure he would need to have that unlocked.

Correct. I wanted to use my V551 overseas with a Venezuelan SIM card. I couldn't phone was locked so I had to use my Cingy SIM. Boy, oh boy! those roaming charges killed me...

yes zombie is right if you are planning on putting a SIM card from another country in your phone and just doing the prepaid thing IE vodaphone in Britain you would need to get your phone unlocked. cingular won't provide the subsidy code because they do have international packages and if they went around unlocking phones they would be looking the money they generate from overseas usage but you can probably get your phone unlocked whether by searching through the internet and paying for the code (5 dollars at one website that was nokias though) or taking it into a 3rd party vendor and they would probably have a service charge, Motorola and the cingular stores do not unlock phones at least the policy is not too not everyone follows policy. you ...

If you have been with Cingular for 90 days and are eligible (payment history and credit) for an international usage code to be placed on your account you can get the unlock code. It must be requested in writing with Customer Service (who then forwards the request to TECH support).

Procedure for all Cingular employees to see is right on CSP. Search "subsidy lock"

Considering he said he just bought the phone recently there is no way he can be blue. Before doling out advice please either qualify that advice (blue or orange) or find out the situation.

From which information did he provide stating he recently purchased the phone and he can purchase a blue v551 through customer care. even if it is orange he can still get it unlocked by a 3rd party or an internet site, he has multiple options for using the equipment overseas. 🙂 but I am impressed by your vast knowledge concerning any wireless subject.
