No it's not. You have to subscribe to AT&T Navigator because they charge extra for it.

I have the BB Curve 8310 with the GPS, but download Google Maps. It's free and it is just as effective with no extra subscription required.

On your PDA go to m.google.com and you can download Google Mobile, Gmail, and/or Google Maps!

If you are using the GPS it's already been added to your account for $9.99, perhaps a free trial for the first month. The PDA plan will cover all the data charges you would otherwise incur.
