I can't believe AT&T does this!
We live in a networked world, thus is the purpose of networks to EXCHANGE information. Obviously nobody at either ATT or the European carriers are smart enough to be more EFEICIENT in they're billing.
AT&T cannot bill for foreign use until they are billed by the carrier. Also, no one said anything about European carriers. Those come though very quickly. Delays are generally from the 3rd world countries.

Fixed.
Just because you THINK that it should be done faster, doesn't mean that it isn't as fast as it can be already. If it could be faster, they make it faster.
We at AT&T are not as dumb as you think we are.

I think they should get this together, because now I'm going to stop sending messages a day or two before my billing cycle ends, just so I have the whole 200 for the next billing cycle.
