Well the problem your looking is going to be the price since your out of warrenty more than likely your not eligble for upgrade either so you'll be paying the retail value for the phone; what state are you in if your in my market i can take a looka ty our account for you. But as phones go right now i would say the MOTO 551, the Sony Erriccsson Z500A, or the Samsung E317 or the LG L1400 probably our most dependable reasonably priced camera phoens right now

Well, at first he had an Motorola T720 but that one broke so they replaced it with a Motorola V220 and they said that the warrenty continues even if he get a new phone with the warrenty exchange, so that how the warrenty is out

I know that cost is always an issue, so I have to first state that there is no way the warranty could have expired on a motorola v220. There is a one year factory warranty on it, and the phone wasn't even approved for use in the US until April 15th, 2004. So unless the warranty was somehow voided you should be able to have it replaced.
If he's still under contract, you'll be looking at full price on the new handset for him. That price will vary somewhat, but expect to pay at least $200 for any model. The Nokia 6230 is a very good phone, with a retail price of around $300.

How long have you had the V220, I didn't think it was out for a year yet... But either way, I would suggest a Nokia, maybe the 6230. If it must be a flip, the V551 or the LG 1400 are both good models too. The Samsung E317 is also a good model. The 6230 and v551 both have the video clip capability which is fun too.

The Sony Z500A also the video capability and it's less expensive
