As far as this bill... He won't be able to get credit on it... It is correct what the rep told you... He may have been in the states physically but his phone did roam off of that canadian tower... When roaming occurs it's actually the carrier that owns that particular tower that bills us... We in turn bill the customer...
We have already pauid the carrier he roamed on so we are trying to recup those costs... Sorry it may not be the answer you would want... Unfortunately in this case a rep over the phone can just go by what's in the system...

well, that's what i was told. but still have him stop in the local store with his bill so someone can verify whether he would get credited back. they will only credit if he's GSM, btw.

Upstairs from me, they cover Upstate NY. I got bored and asked. No credit. Check your phone before dialing. It tells you you're roaming in Canada.
that's why i said to NOT call customer service, and to go into the local store. 😉
