here's what you do.... Go sign up for a FREE phone like a nokia 6010 or something. You then have 30 days to return it without contract fees. You can check it out for up to three days without having to be stuck with an activation fee either. Just go to a Company owned store. So basically YES you can do what you are saying... but it won't be a "loaner", it will be for a contracted phone....
you don't have to keep that phone though... if you decide to keep cingular, you can jst return the phone and put your money on the one you REALLY wanted.

Also... go into the store and have them look up your zipcode and address for areas you will be using your phone... they have a tool that shows REAL signal strength for ANY given area.
