no i seen in more than 7 diff accounts. 2 linse line (a) is main line and user "lost" phone and line (b) is the second line... when the suspension code is on main line the account is not being charged this making line (b) on a plan that second line free, so the customer will not pay for the full plan but get the features for ex 1500 min unl text and ext depending on what pp i don't know if that make sense

Infact I had a customer call in today where the rep was supposed to terminate the line but future "suspended" it under same old way.....it did bill on this acc ......but you are correct .....I have seen accounts where the primary line was suspended and the 2ndary lines were the only lines billing......I love finding any way possible to manipulate the system....just remember ....your mouse has 2 buttons 👀 but becareful how it is used...lol
