Why when you call an alltel customer there is most of the time a clicking noise? somtimes it will click for a full minute before the call conects.

They probably have a registration stuck on 2 or more towers from crossing over from one to another. Sometimes it takes a bit longer (especially on older sites) to drop an old registration. This means the switch has to figure out which tower is current.
This can also happen if you call the person while they are in mid handshake from one site to another.
