ATT- Subsidy unlock codes...
the carriers, like cingular and ATTWS lock those phones for a couple of reasons
1) With GSM phones unlocked carriers can use them with anyone, now if you get a phone valued at $500.00 for $200.00 you save $300.00, now soon as you get that phone, and pay $175 ETF, the company still loses $125.00 of that deal.
2)Carriers sell phones as a loss to get business, now if a carrier sells it to you they have the right to lock it to use on their service only, if customers want them unlocked they can get them that way by buying direct from Manufacturers, but most don't because they don't get the discount they want.
3)you buy the phone to be used by that...

Motorola has to refuse, its in their agreements with the carriers, but the rest of the manufactures do sell unlocked phones

No i'm the rep who tells you that you can't have any credit, because you want some to pay your bill, because you are too lazy and or cheap to your bill.
I understand that many months prior to the merger Cingular did a study to see if all of the loyalty credits they gave out actually worked. Bottom line - they didn't. Any care rep from ANY company could have told them that!
You want an unlocked phone? Pay full boat direct from the manufacturer. Do NOT accept a big discount and expect there to be NO strings. TNSTAAFL

You really want to have fun, tell them you will do it, but you have to bill them first, go into siebel catalog, under the TAB, Fees, there is a unlocking fee $70.00, so charge it then him dispute it next month.
