That the above mentioned companies aren't EU based? Seems the EU has no problems with its own industry, but be it American, Canadian or whathaveyou then they get attacked, be it anti-trust, or crap like this.

Actually I think they already charge those local companies for access to their network.
Not that I agree with it or not, but we already see similar practices. Our roads for example... we expand and then we need new roads and bigger thoroughfares so the construction companies charge the government charges the people the people buy the cars that caused the problems in the first place. The cycle repeats itself and everyone but the people get the money, but the people "get what they need".

using roads is a bad metaphor, roads are paid for by taxes in gasoline/diesel. In theory the more you drive the more you damage the roads, BUT the more you drive the more gas you purchase so the ends justifies the means. The problem occurs when cars get continuously better gas mileage (forced by the government) and the taxes don't go up to adjust for the decreased fuel purchases.

It's not a bad metaphor because networks are paid for by "fees" that you pay every month on top of the monthly service charges you pay for. The road metaphor also works because on top of fuel taxes, cities and governments also introduce legislation to increase sales taxes as well to also pay for the costs of maintaining or repairing roads. And don't get me started on Toll roads and turnpikes... Those are usually tolled "until the road is paid for" which is supposed to happen within 2-5 years typically... Have you ever seen a toll road that stopped charging?
