Technically, there's no such thing in the U.S. There are Federal Holidays, which means federal offices are closed. The states can choose to observe them or not and close as well. Most do, but it's not required. The same holds true for local governments and private businesses.

That's why nowadays goverment offices will close on Presidents or Columbus days, but most businesses stay open. Banks tend to close as well, since they're fundamentally tied to the Federal Reserve.
