Last year here in Rochester NY, 5 high school girls were killed instantly when their car swerved into the path of an 18 wheeler on the way to a summer party. The car exploded into flames and the truck driver seriously hurt. They determined she had just received a txt msg a minute before the crash and she was probably sending one back. the phone was still in her hand. This accident made national headlines.
Your point is dead on. there were 4 other girls in the car that could have txt but the driver was the one doing it. I don't think it should be governed but i think this app is definitely needed from a parents perspective.
