What is the truth about data speed throttling?

Anyone have exact details on the data speed throttling after a certain amount of usage? Just wondering if this would cause you to hit that cap twice as fast.
The new plans have data packages that cap at 200 MB, 2 GB, 5 GB, and 10 GB. Once you hit that cap, the speed drops to EDGE for the rest of the bill cycle.

Sounds great, this HSPA+ expansion...
but if the AT&T buyout succeeds, since AT&T has OTHER plans for AWS 1700Mhz spectrum (LTE), won't much of this HSPA+ expansion have to be dismantled? at least severely restricted in available bandwidth?
Neurocutie, that's why new handsets should already include the 850 and 1900 Mbps data bands that AT&T uses. Why would somebody buy today an expensive phone that is already deprecated? Not everybody wants to dish out big bucs for new phones every year ...
