So what does this exactly mean?

Divest areas where it will get coverage from Alltel? Doesnt make sense. Will they create a new carrier in those rural areas?
It means verizon agrees to sell of some of it's current network in areas where they overlap with alltel currently to other carriers. It makes plenty of sense verizon will sell to carriers in the rual markets so they can take advantage to alltels netwo...

will these "excess bands" go to att?

remember when att got Dobson, att sold the excessive spectrum to VZW
will VZW do the same?
99.99999% possible
AT&T was listed first in the RCR article as a possible candidate for the divestitures.

Targeted Divesture Map

I have the map the VZW has released to the DOJ. I am willing to share it if one could tell me how to post a PDF.

The map shows the areas they plan on selling off.
