Exactly which spectrum is this?

746-764 MHz? 764-776 MHz? or 794-806 MHz?
I don't know exactly what those particular frequencies are, I can give you an idea that the whole 700 MHz is currently used by TV channels 52 thru 69 that will be turned off once the U.S. switches to digital TV.

AT&T finds a loop hole!!!

so now that at&t purchased the spectrum out of the auction they don't have to follow the open spectrum rules!!! 😁 at&t is kick ass!!

obtain spectrum??? cuz that sheeeit is HOOTTT! 😛
You either

A) Purchase a carrier that is licensed (which is what AT&T did)

or

B) Go to the FCC auctions
