Government...

...is the perfect villain for this scenario. The airlines won't restrict phone calls. It's up to Big Brother. I think text messaging with phones on silent might be feasible. No way can we have two hundred passengers holding conversations on an airplane. Total chaos.

government needs to stay out

It may be annoying, it may be loud, but the government has no right to touch this if its not a safety issue.
Yeah, I don't really like it, but this seems like it should be up to the individual airlines to set their own policies. Just being annoying shouldn't be a reason to make something a legal offense.
