Yeah..not sure what he's referring to..searched for "iPhone updater" and nothing came up either. It came up in the normal place to look for updates in the Settings app. Maybe Eric was high when he wrote this.. 🤣

Apple also just released 6.1 beta to developers.
Shows up on my iPhone 4 as 43.3MB
I'd assume it'd be different for the iPhone 4S and 5 though.
Maps? Does it fix maps? har har; just kidding, my wife's 4S seems to run the update without any problems. Her imaps worked very well, none of the drama of others.....good thing too, she gets lost easily lol.
