As LTE becomes dominant decoupling devices from networks is a benefit. Having to buy the exact same device for use on a different network seems a waste. I'd hate to buy a new TV if I switched cable providers.
The phones would still need to be backwards compatible with the carrier network. So if you take a CDMA/LTE handset to T-Mobile or AT&T they still would not activate it and likely if you walked into one of the CDMA carriers with any handset other than...

There still won't be one phone you can buy and use on any US network.
Whether a phone supports LTE in other bands (like 1700 and 1900) will still be important.

But , I'm sure Verizon and AT&T will find a reason to say it's BAD.
Let the carriers decide on this, not the government. What it seems to me is TMO wanting a good LTE network on the cheap.
