HTC and Alltel are offering a ROM update for the Touch smartphone. The update will upgrade the Touch's EV-DO Rev. 0 radio to Rev. A, permitting faster wireless upload and download speeds. The update also improves Bluetooth performance, and gives the Touch the ability to receive video messages. Instructions and a link to the download are available on the HTC support page.

Can they really do that?

I thought it was a chip that was in there that made the phone permanently Rev.0 ? I can't wait till T-Mobile upgrades to 3G.
The 6800 is upgradeable to Rev A, and has been by Sprint. I don't see why the Touch would be any different.
