T-Mobile USA has joined the ranks of the Rural Carrier Association, which advocates for smaller, regional network operators. Though the RCA normally limits membership to organizations with fewer than 10 million customers, it has made an exception for T-Mobile USA, which has 33.2 million customers, and Sprint, which has 55 million customers. Both are affiliate members, Sprint joined the RCA in April 2011. The RCA now has more weight to act as a counter to the lobbying influence wielded by the CTIA, as well as the nation's largest network operators, AT&T and Verizon Wireless.

?????

So the two major operators that have the least rural coverage are members of the Rural Carrier Association?
Anyone can join as long as they oppose Verizon and AT&T.
