As far as anything withing Pocket Outlook you can set it to download in increments of 1 minute up to 99 Minutes.
For users of the MSN+VZW Mobile Web features you can set text alerts via the email you recieve (at your hotmail accounts).
So you get an [alert] only when you get an email rather than your Pocket Outlook connecting to download nothing.
