I found a loophole..
I just realized something. And maybe this is happening to you as well. Just to be sure that mine was working correctly, I locked my phone and hit my #6 speed dial and the call went thru. Tried it from the inside screen and it again went thru. But then it dawned on me that my #6 speed dial is one of my Emergency Contacts. Apparently even with the phone locked, it allows your emergency numbers to go thru. I wasn't aware of that. I tried to call my house, which isn't on my emergency list but is a speed dial on the front, and it wouldn't allow it. Til now I'd never even thought of that.
So it may be possible that you can call out with the phone locked, but it seems only to your ICE contacts. All other calls should be restricted.
