Most reps arn't happy with the new requirement either and if they could find a way around the requirement they would, but most likely not for the Touch. When I worked for them, I can tell you I would basically refuse to offer you an EnVTouch without data. That phone costs so much that it's the only way a lot of reps can even hope to make it profitable. It wasn't bad when the phone was 200 after rebate, but when they droped it to 79.. I would LOSE money on most upgrades, even with data.
Yes, there was most likely some greed involved, but don't think that you calling up and complaining about it will get them to magically make an exception. new phones ARE coming that don't require the data plan. Verizon had a connect plan for months and people didn't pick it up.. not sure why they didn't keep it for the new required data but I doubt you would be happy with that solution either.
TLDR: The data requirement is hard-coded, it's not some mass conspiracy by the reps to get you to sign up.
Oh, and the Touch required data in december too.
