There was no Federal Telecommunications of 1974, the only on was in 1996 and it had to do with who could get into the telecomunincation business in order to make it more competitive.
The privacy act of 1974 was probably where the date came from as it is on most of our daily correspondence.
The Telecommunications Act, 47 U.S.C. 222, is a federal law that addresses consumer concerns on phone solicitation and has nothing to do with the privacy act.
As the person before stated there is a military or federal discount. I receive this discount, but all you have to do is ask for it through customer service or the business/federal accounts section of your carrier. You don't have to "quote" anything...

Yes, it's a 15% discount thats for ALL active military. It can be requested through customer service or a corporate store.

Retirees do not get a discount. However, current military and federal personnel do. The discount is specifically 15%. Any claims for a lower or higher discount are incorrect. Other persons prior have stated otherwise and I will also assume that some following me will contradict this too. It still remain the accurate and correct assessment.
