On a one year plan you would pay an activation fee on each and every line you activate. As for the rebate, why not just call your local Verizon direct store?

I think he/she may be be referring to paying full retail. In the stores you will see promotional pricing with a 1 or 2 year agreement. If you don't want to sign an agreement (or don't meet criteria for promo pricing), you can pay full retail cost.
