VzW stated that they were required to restrict the OBEX profile in order to comply with their contractual agreement with Qualcom's BREW (Get-It-Now). Also, they mentioned security issues, but most assume it's the former more so than the latter.
Kirtland and Patrick (a law firm out of California) currently is in class action litigation with VzW regarding this issue - perhaps they'll accept you as another plaintiff.
As far as any software patches or upgrades to unlock said profile or other functionality, you may find a few. A contest regarding the OBEX profile being unlocked, however, yielded no results.

Such an interesting conversation with a Verizon representative today. I went with Verizon only for the Motorola V710 phone which is amazing. Motorola built this phone to be amazing and placed very few limitations on it. Verizon on the other hand has locked out many of the phones capabilities in an attempt to funnel verizon customers to spend more money through their GET IT NOW scam. Using a 3rd party software is unreliable and voids the warranty. Sending your phone to verizon for repair with the software manipulated will get it confiscated. Any information on reliable software which will enable all of the phones functions without the help of Verizon would be appreciated. - Disgruntled with Verizon.

It's not a scam, it's us not giving things such as purchased applications away for free.
Being disgruntled doesnt solve the issue. If you like being disgruntled then go ahead opt to be it.
Or
You can be happy with what you got and accept any faults YOU define as being a fault.
I personally would choose option B and move on to more important things then saving a couple of bucks on ringtones and pics.

I agree. I know this poster didn't know about how this topic has been beaten to death 38 times, but you DO have 15 days to try the phone. So accept the fact that ringtones and games on most mobile phones cost money, and move on. If you can't except that harsh reality, then you just won't be able to have things on your phone that ...
