Seems that way, but more like handset crippling monitor.

Look how Motorola has been advertising the Verizon Manual and the handset features for over a month now, and the Flash advertising on their site. Last month I made a post that said "Nice job Verizon":

Next thing we will see is more delays and a new BT Qualification with a hacked stack and a revised owners manual.

Why do they keep doing that? Motorola and Verizon can't seem to agree on features for high end phones - well after the advertising process has begun.
