Blackberry App World was always available over Wi-Fi, but the current version doesn't allow a blackberry sitting around with no BIS/BES data plan of some sort from a carrier to access App World over Wi-Fi. Past versions did. Now they have gone back to allowing it.

For someone who has a data plan this would only be a problem if you didn't have any cell signal and you were desperate to access app world. Something that I have yet had happen to me in 3 plus years of owning Blackberries and being on Verizon.

As far as RIM being far behind, it's a matter of perspective. I Just dumped an iphone4s because of how badly it handles POP email access with other computers. Something that RIM and their separate server network figured out years ago.
