Actually, people could (possibly) notice performance gains depending on their device usage habits.

It reduces the size of the location data cache


This will free up a small amount of storage space on the device itself.

no longer backs the cache up to iTunes;


This will speed up the process of synchronizing your device with your computer.

and deletes the cache entirely when Location Services is turned off.


This also frees up a small amount of storage and also speeds up the device itself since location writes will not be consuming cpu cycles. This also means that the device will last...
