What about the 4 billion dollars...

it cost Cingular to brand At&t to Cingular?

That 4 billion is now essentially wasted.

What is gonna keep the new company, whatever it may be called, from wasting money in an equally ludicrous manner?

You wouldn't believe how much money wireless carriers waste on a daily basis...just look at TMO and their "Fav 5 must be what the minutes at that board meeting looked like:

"Alltel is kicking our butts in those commercials, making us look like clowns. I know, let's show them that we can let people call other networks for free too! We'll give people five numbers that they can change only 1/30th of the time as Alltel (because no one changes their numbers that often anyway, right?). Oh, and we'll still charge for mobile to mobile. That'll show them, yeah. Now we can have cool commercials again, since we're too cheap to keep paying Cathrine Zeta-Jones."

Uhh...how is the T Mob example equal to Cingular spending $4 billion for a name change that is soon to be reversed?

Sure, here is one.

Note that the 4 billion is an estimate, and most likely the actual amount is probably a couple billion more making the total around 6 billion when you consider outlying factors associated with the re-branding.

Not completely - the money was spent to consolidate two companies into one. It just happens that one of the companies in question has a name/branding that is similar to the name/branding that the new company will change to. The billing systems, physical facilities, network integration, and personel combining - that's some majorly costly stuff - exponentially more than a simple rebranding/name change (like what's about to happen). Changing the front end appearence of the company is nothing compared to shuffling thousands of people, jobs, and computer systems into one company.
