I live in New Britain Connecticut, there are both a community of Polish, and Russian people in the town I live in, and guess what they speak English.
I don't speak from what you call "ignorance", I speak about facts. Only one group I see that puts no effort into learning English.

The fact is you cant generalize an ethnicity that is about the most close minded response I have ever read. What about asians? What about Germans, Russians, Armenians? I mean I can go on and on here in California the amount of hispanic people obviously overshadow the diversity of the many type of immigrants that actually live in this state alone. The want to learn English is there in all of them I see it every day. The fact is that English isnt exactly an easy language to learn, many face money, time, and even learning challenges. As long as they try I am satisfied and I see it even though their English may be broken or very poor there is an attempt.
- so please, explain to me, how is it not your own fault if you don't learn to speak your own native language?
People get impressions from reality, impressions from behavior, people don't just make up how they feel, impressions come from somewhere.
My impressions don't come from "ignorance", they come from reality, reality tells me the only immigrants who come to the U.S. that don't speak English are hispanics.
I've even come across middle easterners, who speak English.
I think using the word "ignorant" is just an excuse to avoid the facts, and realities of the world.
That does not make it a "reality".
I live in Texas, and guess what?
There are so-called "Hispanics" that speak English and some that do not.
There are some Asians that speak English and some that do not.
The difference? I do not generalize other "ethnic" groups based on those interactions.
