Do we want to go back to the days where no company owned connected markets and so consumers were forced to pay roaming rates whenever they traveled. In the Northwest we have that scenario. The urban markets are owned by the big boys and the rural markets by the little boys. If you are a little boy's customer you pay roaming in the metros unless you buy a non competitive national or regional plan.
Even if there were only 2 carriers there would be price competition. But there are 4 national carriers and several regional carriers. That will not change.

Consumer's Union has no clue about this business. They only make uneducated guesses.
They consider Albany, NY as a rural market.
They want to mandate 1 technology and all unlocked phones....
