The whole thing should be dropped.

Until carriers can get digital service in all area, there are too many people who rely on the analog phone. I have talked to people that still use the old bag phones because that's all they can get out with. I think this is the government sticking their nose where it doesn't belong. Once the E911 feature is explained, most customers want it and it comes with all new phones. Some customers are paranoid about having a feature like that in their phone and don't want it. Leave it up to the customers and the carriers.
Not to assault your post, but it was my understanding that NEW equipment has to have the feature - existing equipment is left alone, so anyone with a positively ancient phone doesn't have to do squat.
