At first I thought, "Smart Move" but now i'm wondering why parents would buy this, when a 6010 is free. and if the kids have the capability to use it as a normal phone, the parents can save cash and cut the home phone and move their plan higher with cingular. I dunno if its a shot in the foot or not, please share your opinion.

This phone gives parents strict control over their childrens' calls.

not sure what you mean by that. the children can call the numbers that are programmed into the phone and 911. Almost all cells phones these days have the option to restrict calls to those numbers in the phone book and 911.
so stricter controls than already present, nope.

The one thing with it i can think off is it does not restrict incoming calls. So kids could still run up there parent's phone bills just as easy.

This phone is designed to appeal to children and parents who have children. And it's marketed in the same manner.

Actually from reading on this, an incoming call has to be programmed into the device and be recognized for the call to be answered. if it's not in there the child can not answer it. 😳
